African Union Builds Peace Network: CSOs in Southern Africa Join PANPAPS (2025)

African Union Champions Unity: Uniting Civil Society for Peace and Security

The African Union (AU) takes a bold step towards regional harmony with a pivotal meeting in Cape Town, South Africa, from November 5 to 7, 2025. The agenda? To create a network of civil society organisations (CSOs) in Southern Africa, integrating them into the Pan-African Civil Society Network on Political Affairs, Peace, and Security (PANPAPS). But this isn't just a bureaucratic move; it's a call to arms for peace and development.

A United Front for Peace:
The AU's Political Affairs, Peace and Security (PAPS) Department initiated this gathering, aligning with the AU Peace and Security Council (PSC) Protocol, Articles 12 and 20, and the Maseru Conclusions, Livingstone Formula, and the Lomé Declaration. The goal? To strengthen the Continental Early Warning System (CEWS) and acknowledge the pivotal role of CSOs in fostering peace, security, and stability across the region.

A Network with Purpose:
The meeting aimed to integrate Southern African CSO networks into PANPAPS, fostering collaboration among regional CSOs for peace, security, and development. By identifying joint advocacy opportunities, enhancing CSO capabilities, and devising actionable strategies, the AU seeks to empower these organisations to actively participate in continental platforms.

Building Bridges, Strengthening Voices:
The event brought together representatives from Southern African nations, regional economic communities, AU entities, and various CSOs. Mr. Cecilio Jesus Mba Mesi Akele, AU Commissioner for Political Affairs, Peace and Security, emphasized the network's significance, urging a renewed commitment to African solidarity and local ownership. He highlighted the need to ensure community voices shape policies and decisions, promoting unity, collaboration, and inclusivity.

Ubuntu: The Spirit of Collaboration:
Brigadier General Percy Nyathi celebrated the African value of Ubuntu, advocating for humanity and collaboration. Participants agreed on the crucial role of CSOs in connecting AU discourse with grassroots realities, empowering them as intermediaries. They committed to developing proactive strategies, recognizing the importance of early response mechanisms and state acknowledgment of CSO contributions.

Key Takeaways and Controversies:
- A Southern Africa CSO Integration Roadmap was proposed for PANPAPS engagement, detailing roles and timelines. But here's where it gets controversial—should CSOs have a dedicated desk at the AU PAPS?
- Regional coordination mechanisms, like shared leadership and peer learning, were established, emphasizing documentation and evaluation. But is self-organisation enough for CSOs to navigate national, regional, and continental goals?
- Intellectual property, resource mobilisation, and visibility were addressed, but how can CSOs strategically map their capacities and advocacy needs to ensure their voices are unified and impactful?
- The alignment with Agenda 2063 positions CSOs as proactive partners, but how do we ensure youth agency and technology are harnessed effectively in diverse contexts?
- Improved early warning data, community participation, and mutual capacity development are positive outcomes, but how can we measure and sustain these impacts?

A Coalition is Born:
Participants agreed to establish the Southern Africa Coalition of CSOs on Peace and Security, integrating it into PANPAPS. But the story doesn't end here. A follow-up meeting, hosted by PANPAPS and the AU, will define operations and expand membership, leaving the door open for further discussion and engagement.
